On Tuesday, a Toronto woman died after getting stuck inside a bin, while a 34-year-old Vancouver man died December 30, just before the new year, after becoming trapped in a Community Living Society bin in Ambleside Park in West Vancouver.
Police said the woman didn't have any vital signs when firefighters cut open the donation box's metal hinge to pull her from the bin. In 2012, a woman in Staten Island, N.Y., had successfully entered the main compartment of a clothing-donation bin, but was strangled as she attempted to exit.
The death has prompted Toronto Mayor John Tory to initiate a review into the common practice of clothing donation bins, investigating the design of the contraptions and the now-obvious safety concerns, questioning whether they're the most effective method of collecting donated clothes off the street, and reviewing their positioning in and around the city, particularly with regards to their proximity to shelters and crisis accomodation.
It's the second death involving a donation bin in the span of a month and at least the eighth such incident since 2015.
"Shut them all down", she said.
Tuesday's death in Toronto played out in similar fashion, according to city police Const. Jenifferjit Sidhu.
The City of West Vancouver has ordered all its donation bins locked, while Burnaby, B.C., is asking for all bins to be removed from within its city limits.

That's why one engineer has formed an emergency taskforce at the University of British Columbia's Okanagan campus with the aim of retrofitting the existing donation bins to make them safer.
Despite their good intentions, Taheri said he doesn't believe removing the bins is the best solution. "Obviously, there's a objective for them in society", he said.
