Trump sparked chants of "Build that wall!" at rallies before and after his election and more recently cited a lack of funding for a border wall as the reason for partially shutting down the government. While we're not really voting on whether a wall should be built, we can have a say in this battle.
It remains to be seen, however, if the White House will go along with this plan.
Mr Graham told CNN before his lunch with Mr Trump that "there will never be a deal without wall funding". The plan would also extend the department's budget only through February 8, allowing Democrats to revisit funding for key parts of Trump's immigration policy in a month.
