The pre-recorded phone message features a voice impersonating Oprah Winfrey, who was in Georgia on Thursday stumping for Abrams and contains racist and anti-Semitic rhetoric.
She's also gained support from several high profile political figures, including former President Barack Obama.
Polls suggest Kemp and Democrat Stacey Abrams are locked in a tight race that even before Sunday had evolved into a bitter back-and-forth over voting rights and ballot security.

Kemp and Abrams are neck-and-neck, with the latest polls showing they are at a statistical tie ahead of the election Tuesday. Pence visited the state to campaign for Republican gubernatorial candidate and Georgia Secretary of State Brian Kemp .
"In fact, I think he cooked up the charge because he realizes once again he has left six million voters' information vulnerable and this happened twice before", Abrams told George Stephanopoulos on "Good Morning America" on Monday, likely in reference to a pair reported data breaches in Georgia in 2015 and 2017 that exposed the information on millions of residents.
