That will be interpreted as another push for the European Union to settle the metal tariffs dispute through a new overarching trade deal with the US.
Washington will impose tariffs on steel and aluminum imports from the European Union, Canada and Mexico from midnight on Thursday, ending months of uncertainty over potential exemptions and sharply escalating the risk of a trade war.
"The responsibility falls exclusively on to USA authorities", Le Maire said.
"We are alienating all of our friends and partners at a time when we could really use their support", said Wendy Cutler, a former USA trade negotiator who is now vice president at the Asia Society Policy Institute.
The prospect of the metals tariffs taking effect on Friday caused mounting frustration in Europe, the single-largest source of U.S. steel imports.
"This is protectionism, pure and simple", said Jean-Claude Junker, president of the European Commission.
Steel and aluminum stocks surged initially, but pared gains.
The tariffs were introduced by the US President in response to the markets being flooded by cheap Chinese steel which has endangered the competitiveness of the industry in the West.
Ross and Lighthizer seemed like the odd men out at this week's gathering at the OECD, an global economic agency that includes the U.S.as a prominent member.
The US has granted more permanent exemptions from the tariffs to some countries, such as South Korea, in exchange for limits on the exports.

Meanwhile, the commerce secretary said he plans to go to China for trade talks on Friday, another country with which the US has developed an extremely tense relationship over trade differences under the Trump administration.
Trump imposed the tariffs in March to address global oversupply of the metals, but though it was largely aimed at China it hit U.S. allies as well.
US and European officials held last-ditch talks in Paris on Thursday to try to reach a deal, though hopes are low and fears of a trade war are mounting.
Trump in March announced global tariffs of 25 percent on imports of steel, and 10 percent on aluminum, citing national security concerns, but has delayed enacting them for some countries, giving them time to offer concessions.
"If any of these parties does retaliate, that does not mean that there can not be continuing negotiations", Ross said. "The fact that we took a tariff action does not mean that we can not have trade negotiations". In the case of Canada and Mexico, the USA had hoped to address its national security concerns in the context of ongoing efforts to renegotiate NAFTA, but those talks have taken longer than expected and there is now no precise end date in sight, Ross said.
The Trump administration launched a national security investigation last week into vehicle and truck imports, using the same 1962 law that he has applied to curb incoming steel and aluminum.
"As to Canada, Mexico, you will recall that the reason for the deferral had been pending the outcome of the NAFTA talks", he said.
"We are prepared to react in a united and clear way whatever the decision of the (U.S.) president", he said. But they can increase costs more broadly for USA manufacturers that cannot source all their needs locally and have to import the materials.
