More than 1.4 million Puerto Rico Electric Power Authority's (PREPA) customers lost electrical power and by 8 p.m. Wednesday only 334,000 had regained power.
The tropical isle of 3.4 million locals was actually open for business enterprise once again, state authorities claimed.
According to reports, D. Grimm, a subcontractor for Cobra Acquisitions, was removing a fallen tower when the excavator got too close to a major energized transmission line, causing an electrical ground fault that lead to the outage.
The power line failure in southern Puerto Rico was the latest in a string of operational and political headaches for the bankrupt, storm-ravaged power utility.

Mammoth Energy, the parent company of Cobra, said in a statement to ABC News "Cobra is dedicated to the hard work that lies ahead and continues to work around-the-clock with PREPA and the citizens of Puerto Rico to fix the entire infrastructure system to prevent outages such as this one from affecting the entire population on the island".

The U.S. Army's top engineer said in February that their role was never to completely rebuild the power system.
Federal officials who testified before Congress last week said they expect to have a plan by June on how to strengthen and stabilize the island's power grid, noting that up to 75 percent of distribution lines were damaged by high winds and flooding.
