Links between the two pariah states have been put under the microscope by the authors of the report, who have highlighted trade ties between them which it is claimed could see chemical weapons know-how flow from North Korea and money from Syria to further Kim Jong-un's nuclear and ballistic missile programmes.
North Korea and Syria have a history of cooperation going back decades.
In addition, a separate United Nations panel also said the government-backed military carried out an assault using sarin gas on the rebel-held village of Khan Sheikhoun last April that killed at least 83 people and sickened as many as 300.

The Scientific Studies and Research Center (SSRC) - a Syrian government agency - is alleged to have paid North Korea for the equipment via a number of front companies. With a mandate provided to them by the Security Council, they look into potential sanctions violations by North Korea.
The report - yet to be released - said N Korean missile specialists had been seen at Syrian weapon-making centres. Accusing Damascus, the USA then launched several dozen Tomahawk cruise missiles at a Syrian air base, taking the lives of about 20 people including both Syrian soldiers and civilians.

More than 500 people have been killed since last week in eastern Ghouta, where activists on Sunday reported a suspected poison gas attack. He told the UN Human Rights Council, "Now it is the turn to act for militants entrenched there, who still continue shelling Damascus, blocking aid deliveries and the evacuation of those wishing to leave, as well as for their sponsors".
Neither the report's authors nor members of the United Nations Security Council who have seen it would comment, and neither would the United States' mission to the worldwide agency.
