Earlier, state police chief Shesh Pal Vaid had admitted that the attack was not possible without connivance at the Srinagar Central Jail, where Naveed was lodged.
Five people have been arrested for yesterday's firing in a Srinagar hospital that enabled Pakistani terrorist Naveed Jutt to escape from police custody.
Gunshots rang out in the Shri Maharaja Hari Singh Hospital yesterday when the prisoners were brought into the Out Patients' Department. "May be that is why they were so desperate to get Naveed freed", Additional Director General of Police Munir Ahmad Khan, who also holds charge as IGP Kashmir, told reporters.
Dr Rehman admitted that numerous Health Department's officials had overstayed on their postings in Srinagar Central Jail for 3 to 10 years.
Rehman disclosed that the service records of the medical staff posted at the jail were being examined by the administrative department in Jammu, and orders of their attachment and replacement were expected by Thursday evening or Friday.
J&K ADG Muneer Khan said that the initial investigation has revealed the involvement of two militants and two overground workers of the organisation.

Lord Burnett of Maldon wrote in his decision that prosecution of Love in England was not "oppressive" given his mental condition. Love , who has Asperger Syndrome, also suffers from severe eczema that is resistant to antibiotics, and has major depression.
"After their arrest, we are left with Naveed, who is still at large, and another militant Hilal".
After killing the cops, Naveed along with two others fled on the motorbike and were dropped near the Abdullah Bridge in Srinagar. It was Hilal who opened fire at the cops and killed them before Jatt was whisked away.
Khan also said that Tika and Hilal used to frequently visit Naveed in jail on one pretext or another to brief him on the developments of the plan. "We could have fired back in the hospital easily but it would have killed civilians". However, the police said it is premature to comment on Naikoo's claim.
Explaining that why militants went to such lengths to free Naveed, Khan said that the LeT had lost most of its local leadership and were desperately looking to free one of their jailed colleague to fill the leadership vacuum. Sources said Jati had already planned the escapade over the phone, in connivance with his accomplices outside the jail.
The officer said the militants came to Srinagar on February 6 and took position at various points at SMHS hospital.
