The Serie A side have loss defender Emerson Palmieri to Chelsea, and the club are seeking reinforcements before the window slams shut.
This could very well be Blind's last day as a Manchester United player.
Blind is now nursing an ankle injury, but the Daily Mail describes Roma as being "keen" to complete a deal before the January transfer window closes.
Blind's opportunities this season have been mainly restricted to United's Champions League and domestic cup campaigns, having made just three starts in the Premier League. I can confirm that Roma want him, but Manchester United don't want to loan him out and only want a permanent solution.

The 27-year old versatile Dutchman joined Manchester United in the summer of 2014 from AFC Ajax and had grown into an important player under then manager Louis van Gaal. They would not want to sell it now, but only in the summer, the price is good, but the operation is hard.

"It's really hard because Manchester United want to keep him to play in the Champions League, the Premier League and the FA Cup". "It would take a few days or even weeks but we only have few hours so it's really hard".
This is probably a sensible assignment for a player with limited - yet unquestionable - ability, but with his contract set to expire at the end of this season and plenty of years still ahead of him, Blind may feel like his current quota of games isn't enough and seek a move elsewhere.
