Myanmar and Bangladesh signed an agreement in November to repatriate Rohingya and set up a working group last month to oversee the repatriation of people who had fled violence in the northern part of Rakhine state in the west of Myanmar.
Myanmar and Bangladesh in December previous year formed the JWG for the repatriation of hundreds of thousands of Rohingya refugees.
"The Physical Arrangement stipulates that the repatriation would be completed preferably within 02 (two) years from the commencement of repatriation".
The pact, which was decided during meetings between Bangladesh's Foreign Secretary Mohammad Shahidul Haque and Myanmar Permanent Secretary Myint Thu in Naypyidaw on Monday and Tuesday, will come into effect from January 23.
Myanmar would shelter them in a temporary accommodation at the Hla Pho Khung and expeditiously rebuild the houses for the returnees to move in.
The Myanmar government is reported to be building reception centres and a transit camp for approximately 30,000 returnees, but the risk is that refugees returning from Bangladesh will simply end up in another camp, with limited movement, right to work or access to services.
The Bangladesh foreign ministry statement said Myanmar would consider resettling the people staying at the zero line on a priority basis. He ruled out Myanmar's stated deadline of next week for starting Rohingya repatriation as "not possible".
According to the agreement, the repatriation process had to start within two months of the signing of the agreement.
