Earlier this week at a policy forum in Washington, Tillerson had underlined that the United States was seeking a diplomatic opening for negotiations with North Korea on ending its nuclear program and, for the first time, offered "talks with no preconditions".
He urged the Security Council not to backtrack from the demand that North Korea abandon its nuclear and missile programs "in a complete, verifiable and irreversible manner".
It said: "Should the United States and its followers try to enforce the naval blockade against our country, we will see it as an act of war and respond with merciless self-defence counter-measures as we have warned repeatedly". State Department spokesperson Heather Nauert walked back his statement the next day, however, saying that North Korea would have to suspend its weapons tests before such talks could take place.
Ambassador Ja Song Nam said his country would not pose a threat to any state, as long as its interests were not infringed upon. "When we're ready to have conversations. dialogues, that will be up to the president and secretary of state".
North Korea conducted missile tests at a steady pace since April, then paused in September after firing a rocket that passed over Japan's Hokkaido island.
Tillerson told the UN Security Council that a "sustained cessation of North Korea's threatening behavior must occur before talks can begin", apparently after coming under pressure from President Donald Trump's White House to toughen his stance.
But it renewed tests in November when it fired a new type of intercontinental ballistic missile, the Hwasong-15, which flew higher and further than previous tests.

The Security Council has ratcheted up sanctions on North Korea over its weapons programs since 2006. Tillerson has driven the global diplomatic effort to stifle the North's economy through a series of United Nations sanctions.
UN Secretary-General Antonio Guterres told the Security Council on Friday it was time to immediately re-establish and strengthen communication channels with North Korea, including inter-Korean and military-to-military channels, to reduce the risk of a misunderstanding escalating into conflict.
