A leading House Democrat revealed Wednesday he was approached by a whistleblower who said a businessman received a text from Lt. Gen. Michael Flynn on January 20, 2016 at 12:11 pm - as the newly sworn President Donald Trump was giving his inaugural address - indicating that a lucrative nuclear energy plan they had been developing with Russian partners was "Good to go".
The allegation - which suggests the Trump administration was eager to lift sanctions imposed by President Barack Obama and that Flynn may have blurred his public and private roles during his brief run at the White House - was outlined in a letter Cummings sent to Rep.
In June, Newsweek revealed that while he was an adviser to Trump, Flynn had done work for a consortium led by Copson and former senior US military officials to build nuclear power plants in the Middle East in a partnership with a Russian state-owned energy contractor.
Cummings, in a letter to Trey Gowdy, the Republican chairman of the Oversight Committee, detailed the whistleblower's allegations and called on the committee to subpoena Flynn to testify. These grave allegations compel a full, credible, and bipartisan congressional investigation, ' Cummings wrote.
The Trump administration did not roll back the sanctions.
Copson, who had previously employed Flynn to advise on the deal to build nuclear power plants with Russian Federation, told the whistleblower that it was the "best day of my life".
The whistleblower has told Democrats on the House Government Oversight committee that 11 minutes into Trump's address, the business associate, Alex Copson, received a text from Flynn about a Middle East nuclear power project involving Russian-state interests that they had worked on together.

He and Cummings jointly exposed details that Flynn had lied on his security clearance forms earlier this year, though Chaffetz later backed off the inquiry despite the Democratic demands.
Gowdy has not responded to requests from ABC News for comment. The whistleblower isn't named, but Cummings promised in the letter to share the person's identity with Gowdy if it remains confidential and Gowdy agrees to speak with the whistleblower. And one of the companies involved in the project covered his travel expenses and wrote him a check for $25,000 for the trip, though it's not clear if Flynn cashed the check.
It also raised fresh questions on what Trump knew about Flynn's business plans when he appointed the retired three- star general to serve as his national security advisor.
Cummings did not identify the whistleblower.
Cummings has argued that the Flynn plea deal should alleviate that concern.
