The FCC will vote on the plan to repeal net neutrality on December 14, and with Republicans controlling three out of the commission's five seats, the vote is expected to pass.
The rules barred broadband providers from blocking or slowing down access to content or charging consumers more for certain content.
The new regulations will more business-friendly, giving ISPs more leeway in their business practices than the Wheeler-championed rules against prioritizing some content over other content, possibly for payment.
The FCC's plan has also stirred up heated resistance on Reddit, where numerous users are calling for USA citizens to contact their state representatives to demand their support for net neutrality.

Overwhelming support for Mugabe impeachment - Zanu PF chief whip
Mugabe would of course never apologise for wrecking his country‚ so no Zimbabwean could seriously have had that expectation. There is, however, a second vice president, Phelekeza Mphoko, who is loyal to First Lady Grace Mugabe.
Snap Inc. said in its filing to go public that overturning net neutrality would enable mobile internet providers to undermine its service and seriously harm its business.
If the ownership cap is eased, as expected, by the Republican-controlled, 5-member commission, it would be a boost to Sinclair Broadcast Group as it looks to close its $3.9 billion purchase of Tribune Media.
Pai, who has repeatedly rejected claims that the FCC is making rules changes with Sinclair in mind, said the review will include public input.
Republicans and internet service providers have said the rules adopted by a Democratic-run FCC gave the agency too much power over companies, including the possibility of rate regulation.
NCTA-the Internet & Television Association, a trade group with members including top US cable provider Comcast and No. 2 Charter Communications Inc., said it welcomed Pai's proposal.
"The administration is moving to destroy the openness and dynamism of the internet", Pelosi said in an email message. Free Press has shown time and again that Title II is the best and only foundation in present law for Net Neutrality rules; it also gives the FCC the authority to enforce other rules related to broadband affordability, privacy and competition. Such disclosure will make it easier for another agency, the Federal Trade Commission, to act against internet service providers that fail to disclose such conduct to consumers, Pai said.
Mr. Pai is arguing that the rollback will actually spur more competition in the ISP industry as companies become motivated to offer more choice in internet speeds and service packages to their users.
