As part of their work, UK Ambassador Matthew Rycroft said before the vote, the JIM investigators had looked into "the frankly ridiculous conspiracy theories that some were coming up with to explain away the use of chemical weapons in Syria by the Assad regime".
The United States was first to ask for a vote on its draft resolution, followed quickly by Russian Federation. The conclusion supported the initial findings by the United States, France and Britain, but Syria insists it has not used chemical weapons.
A spokesman for the USA mission to the United Nations said on Monday that Russian Federation has refused to engage in negotiations on the U.S. draft resolution.

Britain's United Nations ambassador told reporters Tuesday that it's extremely important that everyone who uses chemical weapons in Syria or elsewhere is held accountable, and the JIM is crucial in determining responsibility.
With two days left before Thursday's expiration of the mandate for the Joint Investigative Mechanism, known as the JIM, Russian Ambassador Vassily Nebenzia told The Associated Press that "we are engaging with them". The vote was expected to take place later on Thursday.
Russian Federation has now vetoed 10 resolutions on Syria, including blocking an initial USA bid on 24 October to renew the JIM, saying it wanted to wait for the release two days later of the inquiry's report that said the Syrian government used sarin. "Russian Federation has undermined our ability to deter future attacks", Haley said, accusing Moscow of "playing games" with the council's attempt to renew the chemical weapons investigation.
"What is at stake is the professional, independent, objective, scientific, nonpartisan, depoliticized JIM which we've now got, which we've had before, and which we need in the future", Rycroft said.
Previous reports by the JIM have found that Syrian government forces were responsible for chlorine attacks on three villages in 2014 and 2015. "How then can we trust Russia's support for supposed peace in Syria?" she said.
He slammed Washington's text as "totally unacceptable", arguing that it would extend the mandate "without changing any of the current activities of the mechanism which are in violation of the Chemical Weapons Convention".
