A witness told CNN two men entered a restaurant at Borough Market, just south of London Bridge, and stabbed two people inside.
Witnesses at the scene told the BBC that a white van ran into pedestrians on the bridge.
Another witness, who gave his name as Alessandro, also told BBC radio that he saw a van strike several people on London Bridge. That witness said the van hit five to six people.
Will Heaven, managing editor of The Spectator magazine, said on Twitter he saw "two casualties - one on pavement, one edge of road" and reported seeing armed police on the bridge.
"A man suddenly appeared in the restaurant with a massive knife - some people in the restaurant believe there may have been another man - but it was so chaotic it was hard to tell", the witness said.
He added that "it did not look like an accident", saying it was clear that police "thought they were responding to something far more serious than a road traffic accident".
Three men with 12-inch hunting knives, described as being "of Mediterranean origin", reportedly mowed down 20 people before stabbing pedestrians on London Bridge.
