Today Governor John Bel Edwards is calling for a special session.
If Edwards wanted the special session to start on the same day that the current lawmaking session ends, Louisiana's constitution required the parameters to be issued this week, seven days in advance. The call does not include the option to raise additional revenue in the special session.
Edwards also says that the current disagreements between lawmakers regarding the state's spending make the budget's current form a "nonstarter".
As lawmakers prepare to wrap up this legislative session, Senators have unveiled their $29 billion operating budget for next year.
House Bill 1, by state Rep. Cameron Henry, R-Metairie, is the state budget.
The Senate is scheduled Saturday to debate and pass its version of the operating budget for the fiscal year that begins July 1, setting up the dividing lines between the two chambers over how to finance state government agencies.
The proposal, adopted by the Senate Finance Committee without objection, fills in some of the cuts made by the House.

With frustrations over the House's lack of worthwhile tax reform mounting, Edwards urged legislators there is still time to address the state's budget crisis in an early morning notice released Wednesday.
"A lot of people feel that we have the money for the roads, we're paying the taxes, and we shouldn't have to pay more taxes", he said.
"I understand the need to get them back on their feet, but we can not forget the victims", Republican House Speaker Sherman Mack said during debate on the House floor regarding reduction of restitution payments. The special session would is set for June 8 at 6:30 p.m. and must adjourn by midnight on Monday, June 19.
